Regional Representatives Council (DPD abbreviated) is a high institution in the state administrative system that Indonesia is a member of the DPD representatives from every province who elected through general election.
DPD has a function:
1. The submission of proposals, participate in the discussion and give consideration related to the particular field of legislation
2. Supervising the implementation of certain laws.
DPD members from each province are 4 people. Thus the number of DPD members currently is 132 people. DPD tenure is 5 years old, and ends at the same time a new DPD member took the oath / pledge.
Duties, Authority, and Rights
DPD duties and powers include:
1. Propose to the DPR bills relating to regional autonomy, central and local relations, the formation and expansion, and merger of regions, natural resource management, and economic resources as well as the other related to the balance between central and local finances. Parliament then invited the DPD to discuss the Bill.
2. Giving consideration to the Parliament on the state budget bill and the bill relating to taxes, education, and religion.
3. Giving consideration to the Parliament in the election of members of the BPK.
4. Oversee the implementation of laws on regional autonomy, establishment, expansion, and merger of regions, central and local government relations, natural resource management, and economic resources of others, the implementation of the national budget, taxation, education, and religion. Receive state financial examination of the CPC to be material to the consideration for the Parliament of the bill relating to the state budget.
DPD members also have the right to propose suggestions and opinions, to defend themselves, the right of immunity, and the right protocol.
Fittings
DPD fittings consist of: Chairman, Ad Hoc Committee, National Committee of Honor and other necessary. Leadership DPD leadership consists of a chairman and two vice-chairman. In addition to leading the trial, as well as the leadership of the DPD spokesperson.
Secretariat General
To support the smooth implementation of the tasks of DPD, the DPD formed the General Secretariat established by the Decree of the President, and members of Civil Servants. DPD General Secretariat headed by a Secretary General who appointed and dismissed by a Decree of the President upon the recommendation of Chief of DPD.
Impunity DPD can not be prosecuted before the courts because of statements, questions / opinions expressed orally or in writing at the meeting of DPD, as long as not contrary to the Rules and Regulations and codes of ethics agencies. These provisions do not apply if the member concerned to announce an agreed matter in closed session for confidential or secret about the announcement states.
